Certificates to minor that they can read and write will be issued on Monday, Wednesday and Friday evenings, beginning to-night aat the following school buildings: Highlands, North Chestnut street, Appleton street, Elmwood, Springdale, Hamilton street and West street. Every minor employed must have a certificate if able to read and write English, and if not must attend evening school
